Well if it is connected to the valve cover and then into the intake it does indeed appear to be crankcase ventilation. Others have said not.

Where is the moisture and oil building up.. .? Inside the intake resonator?

You will get a lot of moisture condensate and oil emulsion in cold weather. See the picture below of what I got in my Oil Catch Can in only 1,500 miles.

If you haven't already, it would be good to get some CRC Throttle Body Cleaner and use it sparingly to spray and wipe the throttle body plate and throat.

They call it "DUCT. AIR CLEANER AND SILENCER" #6 in the diagram I posted a link for earlier. I'm getting condensation on the oil cap and the crankcase ventilation tube which than dumped alot, durring our trip, into a "catch box" inside the duct. (The main black plastic part that sits over the engine connecting the air filter and the throttle body.)
Which I have already removed the throttle body for a thorough cleaning. Just bought the car about 3 months ago and it was very dirty 😬

What really worried me was the milky white on the dipstick after the trip. But there is no other sign of coolant leaking.

I think it may just be the very freezing cold we have had has been freezing up the crankcase ventilation tube and it never thaws before nearly reaching work. My car however sits in the garage that is usually above freezing. I'm sure that once I'm driving though, the cold air will freeze that quickly.
