Rocker panels, under carriage RUST so bad won't pass inspection?

Hello. I truly need your thoughts and direction.
I have a 2010 GMC terrain SLE that I purchased 4 years ago with 90,000 mi. It's at 95,000 mi right now.
I'm exempt from PA emissions inspection bc of low mileage, but still need the annual permit sticker.
This year the mechanic told me that the rust on the under carriage, and the rocker panels in particular, is so bad that it would not pass inspection next year.

So I called an auto body shop and described the problem. They referred me to another specialty body shop, which said that a rough estimate without seeing the car, 10-15k ?!?

1. What is reasonable to pay for just new rocker panels?
2. At what point is rust on the undercarriage dangerous to drive?
3. And, what are my overall choices- course of action here? (besides learn to fix my own car lol)

BTW, in this time I've spent about 7k for other repairs, plus regular servicing expenses (4 tires, all new brakes, pads, calipers, rotors, etc., a driver seat motor fixed, a new starter, and 3 front fender plastic bolts.
Because I've sunk 7k into this car already, Should I keep investing in this vehicle (it's paid off)?
I drive it so seldom, at what point do I throw in the towel and get rid of this car?
Am I throwing good money after bad?

PA is very strict on body rust unlike NY where flapping fenders are OK.
Time to get rid of it unfortunately. At least it's not bad enough yet so they gave you another year. If it was unsafe they would have not gave you a sticker.
I lived in the PA, NY and NJ tri state area for years so I'm savvy to the inspection rules.

The $7k that you already invested in the car does not factor into your decision. It is no longer your money. Similar to playing poker. You cannot make your decision to stay in the pot because you already have invested $x amount of money. That money is gone !

Rust is often blown out of proportion, especially by mechanics and body shops. The car will drive for years with gaping holes as long as the structural elements are sound.

My suggestion would be to find a backyard body shop or rust repair specialist to repair the car, 10-15k is far too much for rocker panels. The problem is there's a lot of guys that don't know what they're doing and will only cover up the rust to get it past inspections. References would be required when shopping for the correct shop. If you're close to NJ I would recommend Outlawed Specialties in Newton.
