So here is my follow-up after starting the thread. If I could lock the thread after this, I would. PROBLEM SOLVED.
I took it to a dealer who was going to fix it. There is a Service Bulletin out on it (not a recall) so people have to take them in to get it known.
I do not recall the number, but it should be easy for them to look up. Still, the second dealer (I had to travel so I couldn't wait for a simple "washer" part so another dealer had to "diagnose" it themselves and not accept the original dealers "diagnoses" and the copy of the actual multi-page "how to" service bulletin including a part number rather than order it so I only spent one day to get it there to fix. They don't keep those simple washers in hand for such a fix because it isn't a recall.) was able to fix it. Their testing resulted in it being even harder to lock and being stuck in the unlock position the night before it was to be fixed. If I'd forced it anymore, it would have broken so driving with a loose wheel was a little scary.
1) take it in; explain the problem; feel free to reference that others are having the problem
2) tell them there is a service bulletin out on it; the bulletin requires a washer replacement; the problem is attributed to repeated use of the wheel tilt and lock after purchase somehow tightening it up causing the problem.
3) they have to order the little part; it takes a few days at least; the fix itself shouldn't take too long. Currently, it has been working GREAT since they did this. In fact, I think it's better than when I bought it. Easy and fast now. Perhaps you will have a dealer who will use common sense if you call them with this solution; common sense would go ahead and look up the service bulletin in a national record to see the solution and order the part rather than requiring you to bring it in twice.
One thing down..Now a few other things that I told them can't be duplicated on the spot; they can't do anything despite how many people are having the same problem or have had it fixed which I researched for them unless they can duplicate it the moment they have it.....again, common sense. Quote: "Unless GM puts a recall on it because enough people take it in with the problem, we can't do what you say because we can't duplicate it on the spot (despite the fact I told them it is random and often experienced by other owners clearly indicated in a well visited site as well as other records of the complaints).....
