Why at 220F for coolant? at 0 mph. I can see heat leaving the engine because its hot. Why wouldn't it start earlier? The engine oil is about 190.

Can this be changed?

Engine thermostat maintains 195f , antifreeze coolant boils at a higher temp. and in a pressurized system even higher.
For example my Tahoe always runs at 210f on the gauge, years of driving Express vans 210f was the normal temp in them also.
They want engine temps higher for emissions reduction and to allow moisture in the oil to vaporize out easier.
No need to run fans any lower than 220f temps in the radiator.
Besides fans come on at any temp. when the A/C in on to pull air through the condenser.

220 is actually on the low side. Low speed/idle/A/C off fan on threshold is often around 230.
