My 2013 Chevy equinox LT 4 cylinders before it was mine, someone changed its engine from California Emission to Non California Emission and ever since the ECM is giving me this code(P0411), because the Secondary air pump is not connected to the engine.
And I was thinking, can I reprogram my ECM from California Emission to Non California Emission ?

From my experence with this the answer is no.
When the dealer reprograms an ECM the original VIN number must be entered.
Do you live in a area which requires an emission check for registration?

Just curious as to what emissions program that was originally in your vehicle.
Go to your glovebox bottom and check the RPO codes.
You will probably have one of these three codes, which do you have?

NT7 will be Federal Tier 2
NU5 or NU6 will be California

If you have it tuned, the ECM will still throw the P0411, it just won't turn on the CEL.
