Front Passenger Fold Flat Seat

Hello all!
I have a 2008 Chevy Equinox Sport.
The front passenger seat has a fold flat function.
The seat is currently stuck in a vertical position. I am unable to recline it or fold it flat.
I took all of the covers off the side. When I pull the lever, an attached bar rotes back and engages a round metal bar. However, the bar doesn't move.
I have slid the seat fully back and pushed the head rest fully down, per the manual's instructions but it still doesn't engage the bar.
I've googled, tried Youtube and I haven't found a single entry that explains how to fix this or what the cause may be. I'm fairly certain this fold flat feature for the front passenger seat is pretty standard on a lot of GM vehicles. The shop wants a ridiculous amount of money to fix it - estimating a $1,000.
Any help on a schematic or ideas on how to fix or links to someone else that has had this problem, please let me know. It's driving my passengers crazy.
