2010 EPS? - Hard to make turns around corners

I have a 2010 4 cylinder equinox with electric power steering. A few days ago it started acting up and now when I make a turn it feels like the steering is bound up, but while it feels fine when driving straight down the road or changing lanes. I read about the 80A fuse for the motor and checked that, so when i got home from work yesterday i checked behind the wheels and found both ball joints were shot, I changed them today and once it was put all back together, during the test drive i could feel the alignment is a bit off, but the first corner i took the steering felt bound up, i tried going left and right and it feels bound either way. So now it seems like the electric power steering motor or rack is bad and I cant find anything about how to troubleshoot it, cause it seems like 90% have a normal power steering pump.

Has anyone else experienced this or now how to troubleshoot the motor or rack?
